Oxygen Bubbles is a UK AI strategy consultancy based in Leeds, West Yorkshire, founded in 2026 by Dan Simms and built on 30 years of leading technology and transformation in regulated sectors, including CTO and CIO roles.

Career 01

30 years where technology meets the board

Law firms have been the consistent thread throughout Dan's career, from Eversheds and ten years at Addleshaw Goddard through to board-facing leadership at Browne Jacobson and later DLA Piper, and he went on to lead a 400-person technology and digital function at the University of Leeds. Along the way he has held group CTO and CIO roles in insurance and PE-backed businesses, working in environments where getting technology wrong carries regulatory and reputational consequences.

He is a Fellow of the British Computer Society (FBCS), and his leadership style is Athenian (after Charles Handy): trust-led, collaborative and high-accountability, helping teams perform through change.

The engagements on our track record were led by Dan in those CTO and CIO roles before Oxygen Bubbles was founded, and we present them that way deliberately: this is the experience behind the advice, not a claim of client work by a company incorporated in 2026.

Where we are not the right fit

We are clear about scope: we are not a software house for large custom builds, we do not provide body-shop staff augmentation, and businesses under about 100 people usually get better value from lighter-touch advice than an embedded engagement.
